Ripoff paid money did not recieve product ripoff thieves

I paid $100 for an e-book from the seller. The seller took my money and never sent me the e-book.

I sent numerous emails to the seller and finally he said he was gonna send me the e-book. However, he sent my an advertisement and tried to pretend like it was the e-book I paid for. I asked him to send me the real e-book and he told me no, and kept insisting that he sent it to me and that everything was my fault.

I asked for a refund of my $100 dollars and the seller refuses to refund my money. So basically he has $100 of my money and I have absolutely nothing to show for it.
