They opened account with my phone number and bogus name. Refuse to cancel

I received my phone bill from Qwest. There is an extra page from ILD with a charge of $11.94 from People PC.
I called their number 1-866-772-6277 (goes to the Philippines) and asked what it was. It turns out the name and address on file are totally different from mine.

The operator said she would cancel immediately, but I had to dispute the charge through the phone company. I called Qwest who told me there was nothing they could do, only People PC could reverse the charge.

I called again People PC and this time they transferred me to a "Cancellation department"; my account had NOT been cancelled. This guy now told me I had to write to their headquarters to have the account cancelled. If I do not do that, I will be charged AGAIN!

They deny any responsibility under color that people can sign up through the internet. I told them they verified nothing, to no avail.

I will now send a registered letter to the address given, in Atlanta GA, and see what happens. Having seen all the other complaints, I fear the worst.
