The Billing Resource Ripoff Bogus billing

Qwest has a service called The Billing Resource where appearently anyone can put a charge on your phone bill without your consent. It seems to be concealed on the back page of the last page of your Qwest bill. I received a charge of $14.95 a month from a company that said I signed up over the internet. I never signed up for the service yet the charge still appears on my bill. Qwest says they are not associated with The Billing Resource, but they allow them to put charges on your bill. After contacting Qwest, they said it is my responsibility to contact the internet company that put the charge on my bill and get it cancelled, easier said than done.
