Credit card charges for an account I do not have and never signed up for

In October, I noticed a charge for $10.95 on my credit card. I called People PC Internet Services and asked for the charge to removed, credited to me and cancelled. They asked for my name, address and phone number, and no account could be found with my information. However, when I finally had to give my credit card number, they found an account with information other than mine for name, address and phone. I was asked to write a letter to People PC to cancel the service. I did so.

Sometime later, I received a phone call from a person whom I could barely understand. They stated they were with People PC and wanted my credit card number. I did not feel comfortable giving it to them, but did so in order to get the account cancelled. All the while, I was still being charged on a monthly basis.

Finally, in Janurary, I was told that I would get a small refund from the company, and on the Feb. Credit card statement, I did get around $32 credit. However, on the same statement, they again charged me $10.95!!

I emailed the company, called the company, again, and each time am told the account is now cancelled. So far it has not been and I have not gotten the full refund for all the monthly payments.
