Limits my account and holds funds San Diego

I sold Super Bowl tickets at the beginning of the week. The buyer paid immediately via paypal. I overnighted the tickets, the next day Paypal limited my account access and denied me the right to withdraw funds. Ever since then I have provided all tracking and required documentation they requested, and the buyer has been kind enough to let them know he received the tickets and they are authentic. They still will not release my account and state they must wait until the buyer attends the Super Bowl and can get in okay. Why are they allowed to do this? I don't think the buyer will lie about it but, in theory the buyer can say anything they wish like they couldn't get in etc... And get their money back while still attending the Super Bowl. This is absurd. Not only are they holding up the transactions money but all my ebay transactions. Basically, you can send anything you want to a buyer and they can get their money back no matter what with Paypal. Just an FYI, I did FedEx overnight delivery with direct signature required, all of which happened and we provided proof of. The buyer has even told them, but no release as of yet.
