Paypal ripoff. Took money from MY account AFTER I provided proof of shipment, to refund FRAUDULENT BUYER IN UK!

I sold ebay items (12 women's vintage belts), to a buyer in the UK. I shipped the items (7-31), via Global Priority mail. Buyer filed a claim (8-14), stating she didn't receive the items. I sent proof of shipment to PayPal more than half a dozen times during the duration of the claim. After 30 days they then requested the same info via fax and gave me 72 hours to comply or they would find in favor of the buyer. I complied within 24 hrs by sending my fax to 2 separate departments. I paid for shipping via PayPal shipping and funds came out of my PayPal account. The next day I receive an email stating they found in favor of the buyer AND refunded the buyer FROM MY PAYPAL ACCOUNT because I couldn't prove the parcel was actually delivered to the buyer. The international customs label (LCO56106285US), was traced from my front door in St. Charles, IL to a USPS facility in Carol Stream, IL which is 35 miles from me and then the status has remained "Enroute". A PayPal agent named Charlene told me that "Enroute" on a Global Priority package means it made it to customs. THEN right after that email I receive another email while I'm on the phone with "Charlene", stating that after they received my fax (which I came to find out automatically appeals the decision), they found in my favor! So, I'm thinking PayPal is going to send me my money back right? WRONG! They actually told me that it's up to me to get the funds back from the buyer and that I need to send her a "Request for Money"!! CAN YOU BELIEVE THIS INSANITY? As far as I'm concerned PayPal stole these funds from me! If they could TAKE the funds from me when they sided with her, why can't they TAKE the funds from her when they then sided with me? If PayPal felt such a need to refund this buyer AFTER I provided proof of shipment, then they should have refunded her out of their own pocket not mine! I don't owe this buyer a single red cent and now I'm out the merchandise and the money! I've recently checked this buyer's ebay store and she suddenly has 3 vintage butterfly belts identical to the ones I sold her, up for auction in her ebay store! PayPal says I can't prove their mine. I GOT SCREWED ROYALLY! (no UK pun intended)!
