Computer repir rip offs

On October 31, we dropped off a Sony Vaio laptop at Seaside Computers of Surfside Beach to have the cracked screen replaced. Several days later we were informed that the new screen had come in, but we would need to pay $300 cash upfront in order for them to proceed with the repair. We paid, and were told that the computer would be ready in "5 to 10 business days".

It is now January 31, a full 3 months later.

Seaside Computers has refused to return our computer either repaired or unrepaired, and has also refused to refund our $300 cash payment. Their excuses have varied, from "we are waiting on a part to come in" (although we were told the part had come in way back in November) to "Our tech is not here, call back tommorrow" and now the latest, which came from Robert, who claimed to be the owner of the business and also claimed to be working on our very computer at that same instant we called on January 31, 3 months after bringing it in. His excuse was: "We have it all ready now but are still testing it, which will take 2 to 3 days".

We are not quite sure what to do now. Since Seaside Computers even refuses to return our laptop UNrepaired, there can be no other term to describe their actions apart from theft, plain and simple. What other recourse do we have but contact our local police to report this theft of property?
