Service's have'nt worked they won't fix it costomer service refuses to return my call. They refuse to refund my money

I had this service installed on 10-07-07 and it has'nt worked from day one. They have sent a tech out two differant times, and it still does not work. I called them back and said I wanted to cancell my service, but they said that I would't get my money back only 200.00. What I dont understand is how can they charge me for a service they didn't provide? And it was not a early cancellation fee. Because they never provided the service. And not only that I never singed a contract.
