Is offering 10mb speed in our area, but still only getting

So I had Time Warner Cable in Wilmington before I moved out here to Hampstead NC. Great company, fast internet. So I call Charter, go with the 5mb high speed internet. Works great for about 2 days. I suddenly notice a drop in speed. So I ran some pings to the west coast and to Raliegh NC, and my ping was near 3000! Omg! Thats friggin crazy! So I ran several internet speed test, showing I was getting a speed of 1.3 MB.

So I called, they said that I should be averaging about 4mb or a lil higher. So I told them just booste me the 10mb connection. Did that, speed didnt improve one bit. So they slap me with a 300 doller bill, which dosent show on my online billing account with them! And now there threating to cut my service off if I dont pay. Screw Charter!
