Did not send promo cd then charged account $49.95 twice ripoff

I ordered the promotional CD for S&H but never recieved it. Then 2 months later found out they were charging $49.95 per month to my account. They say they have refunded one payment but it is not in my account. They also refuse to refund the second payment. This has caused me to bounce checks and my credit union has closed my account.
