Claim Over Two Non-Working Copiers Not Investigated, $400 Lost

I purchased 2 copiers from one of eBay's power sellers. Both machines arrived in non-working condition. PayPal received an initial report from me but did not ask me for further information as it became available to me and found in favor of their seller. I have been ripped off for 400 dollars due to their poor practices.
