Ripoff I paid, they said I did not

I placed an order for $180 and used PayPal for my payment method. I received a paypal confirmation that payment was sent to buy.com but a couple of hours later buy.com emailed and told me that I had not finished my transaction. I called paypal to verify that in fact the transaction was completed and then called buy.com support (in india with no english speaking people). I asked if i could email or fax my receipt and a statement from paypal proving my purchase was completed and buy.com had their funds, I was told "no, our computers say you did not pay so if you want your merchandise you need to reorder and repay for them at buy.com"

India refused any address of phone number to the company so that I could speak with someone within the country they operate and where I made the business transaction. Rude and theives. Now I am out of money and there is a customer service rep in india working for $1 per hour refusing me basic consumer rights under US law. It is sick! But it will cost more than $180 for me to get an attorney, so I am just screwed on this one.
