Ebay Prostores an EBay Company ripoff dishonest fraudulent billing

I was interested in opening a online store. I went to Prostores first which is an EBay company. I had some technical difficulties building the store and the customer service was horrible. The staff did not know their product so I went to another company. A couple of weeks went by and I receive a bill from Prostores for a "completed transaction." (Prostores charges a $74.95 monthly fee for the advanced account plus an additional. 50% fee based on the sale price per successful transaction. Since my store had never opened, I should not have had any fees, right? Well, Prostores looks at it differently. If a customer selects a product and ATTEMPTS to check out on the website, you are charged a completed transaction fee regardless if the transaction is actually completed.in this case, the only merchant account I was going to use was Paypal, but it had not been set up at the time of transaction. I would not accept any other form of payment. When I looked at my Paypal account, I had been charged a fee for a successful transaction but Paypal had not received any funds from the sale of a product. I asked the customer service representative to refund the charge and he refused. I asked to speak with a manager and the CSR refused. He stated that Prostores has a very strict policy regarding this with no exceptions. I called Paypal and they quickly refunded the fee charged by Prostores for a "successful transaction". There are alot of companies that know what they are doing such as Instantestore.com that know what they are doing and they do not charge "successful transaction fees" in addition to the monthly fee.
