Did Not Provide the Service and Charged me for It, Ripoff

I signed up for a domain/e-mail package from GoDaddy. Their e-mail has been very unreliable. Even though they cannot provide the service as advertised, they refuse to let me transfer the domain and provide a refund. This is illegal.
