Is A Scam ripoff, no response

I placed my order for a tshirt on April 14, and it only cost me 15 dollars. Last week I tried contacting the business through their website, but I never received a response. Two days ago, I emailed the administrator for a refund, and I still haven't gotten a response, and it's been two business days. 15 dollars isn't a lot, but I didn't fork over 15 dollars just to get nothing in return.
