Didn't get what I paid for Ripoff

Last July I had Anthony create my website for my business. I did some research on the internet, Emailed a few people, and Anthony at Digifyd was the first person to get back to me and give me a quote. So I let hime create the website. Weird thing was it only took him about 2 hours to create the whole site. I didn't think much of it and paid him the 400 dollars that I promised. The four hundred dollars was actually a prorated price of the 1000 dollars I was planning on paying him when he was going to upgrade my site to PHP. So a few months went by and I decided I wanted to make a few changes to my site, so I Email Anthony and ask hime if he can make some changes, I Emailed him a list. I waited a few days, and no response, so I Emailed hime again, no response, so about 10 days later I Email him asking if he got the Emails I had been sending him. Later that day he responds with "Those changes cannot be made, sorry". All I wanted to do was change the background color. So I Emailed him back asking why, it has been about 10 days now and I have had enoguh. Also, I have been taking some webdesign classes, and with a little bit of research I found out my entire site was just a template, all he had to do was enter anything he wanted to do to the site in plain text, and it'd pretty much do it. I don't understand why he couldn't make these simple changes, I feel that for 400 dollars I got ripped of big time, and I want to warn others. I'm just glad I didn't pay him the $1000 he originally wanted.
