Ripoff scam

I recently received a charge on my credit card for 9.95 from athomerewards. I called the company and they claim I checked off a box when a purchased a rug online. I have been involved in this scam with before when a purchased movire tickets so I am very careful that I do not unwilling sign up for any of these scams. Therefore, I am certain I did not consent to their service. Both my husband and my mother have been victims of this scam and I don't understand why these companies are not stopped. Even the credit card company allows this to go on. When I call them and put the company ID number in, I get a recording saying they have an agreement with this vendor to cancel the service and get a refund if you call this number.
