WLI Reserrvation Rewards ripoff, scam

I recently received a charge on my credit card for 9.95 from wli rervation rewrds. I called the company and they claim I checked off a box when a purchased movie tickets on movie tickets.com. Both my husband and my mother have been victims of this scam and I don't understand why these companies are not stopped. Even the credit card company allows this to go on. When I call them and put the company ID number in, I get a recording saying they have an agreement with this vendor to cancel the service and get a refund if you call this number.
