Ripoff, clicked on link and got automaticaly billed to my debit card when i did not subscribe to anything

I visited a web site only momentarily then clicked off but they automaticaly took my IP address and billed my debit card without permission or me signing up for Anything at all. When I called the 800 number given to me by the bank they simply just said sorry but never would confirm I would recieve a refund or that they would cancel these transactions.
