Ripoff, ebay SELLER TOOK $ & never sent item I bought on eBay, deletes mail now

On June 12 I won an auction for a tee shirt... It is now July 12 and I still have not rec'd it. After many e-mails that were ignored, she finally answered and said she promises to mail it to me (that was on July 5) now she is deleting my mail and when I called her phone # all I got was an answering machine... Extremely rude and unethical...
