What is the "Unlimited use" account for $23.90 per month

I have the "unlimited use" account with AOL for a quoted fee of $23.90 per month. But my bills have recently been running a charage on my credit card of $48 to $67 per month. What are the extra charges about. I have gone into their on line billing information - and the "extra charges" they list do not apply to my usage. Attempts to reach a human voice on their 800 number were unsuccessful even after an hour on the phone. On one occasion, however, I did reach a human voice and asked about this discrepancy and was advised to call later - "their computers were down." What goes anyway??? If you have information I would like to be able to decide if I should quit thie "service"
