Ripoff refuses to reverse a fraudulent charge

I noticed a charge on my checking account statement for $24.95 and called the number referenced in the charge. It was CCBill.com - they noted that they collect funds for websites.

I did not sign up for any online websites. Someone with access to one of my checks looked at it and gave CCBill my account number and address which is on the check, which they accepted as identification.

I gave them my physical address and email address which did not match what they had on record. He asks if 'kristmaskaroll@yahoo' was mine, I said no because it's not. He asks if a physical address meant anything to me. I respond that yes, it is an old physical address of mine. He responded with 'Oh, then that is the one you gave us to sign up.' I reminded him that I did not give him anything and asked if they recorded the IP addresses or phone numbers or anything about the person signing up - he said 'No, we do not have that information.'

He said he could cancel my account, but would not refund my money 'since I signed up with my address to join All Asians dot com.' I have done no such thing.
