DSL service speed slow

I have worked for a week communicating with at least 10 people with AT&T to restore my service back to Elite 6 meg service, it is running 768K.
It was turned down because of an extended vacation and request to restore service has been impossible! I don't understand how something was so easy to change to a lower speed is so much of an issue to restore back to my speed. I have a 4 page letter that I will be mailing, though I think it is going to be a waste of time. What gets me is they always say they want to exceed my expectations!
