Assembling Medical ID Cards Tags for money is a ripoff

I received a letter from De-Ce claiming they would pay me &7.00 for every medical ID tag they sent me to assemble. Because of medical reasons, I know how handy these ID tags can be.

I sent them $39.97 and in return received a page of tear off slips and a small faded hard to read booklet telling me they would send me these kits (and $7.00 each) if I was the nearest assembler to who every is ordering the tags.

I'm to make copies of the tear off sheet and hang it up in places that are high traffic for this item.
On the tear off is a web sight. I went to the sight and found out it is a joke with no information, misspelled words and sentences that make no sense.

The letter I received told me if I was not happy with what I got, I should send it back in the envelope enclosed and I would get my money back. There was no enclosed envelope so I sent them a note requesting a refund. That was 6 weeks ago.
I feel I have waited long enough.
This whole thing is a scam
