Is stealing money from my account ripoff

I was called by a company stating it was it IRS and that I was to recieve 2,000 dollars into my bank account. So being distracted while I was at work I went along with it, and gave them all the information they asked for. The warning bells should have went off when they asked me to say yes, after some music played and they told me to say yes. I did, and here I am, short 55 some dollars, and they are trying to charge me 299.99.

I looked at my bank statement some days later, and saw the charges, not know who or what they were, I called, and they said I had to wait for some welcome letter before I could cancel it, almost a month later and I still have yet to recieve said letter.

I have been on the phone with these people, and I have gotten no where, I am know going to my bank to file fraudulent charges on my account, before they can charge me the 299.99.
