They charged me and denied receiving the item after returning it Ripoff

I ordered after seeing advertising in the TV. My order was 16.99$ and I refused every other offer. I noticed that they charged my debit card $74.98. I called the customer service and explained to them what happened and they assured me: do not worry, if the item arrives to you do not open it just refuse it. Actually I did what they advised me to do and I took the item to the USPS and told them I want to refuse this item. They told me just write (Refuse) on it. So I did. After almost two weeks I called the Earlift Company and asked about my refund. They checked and told me we did not receive any thing refused from you. We could not find any thing in the warehouse. She told me since there is nothing proves that you refuse to receive it, we need our supervisor to sign an approval to refund you. I'm waiting them now more than one week with no news.
