Charged credit card and did not ship product, ripoff

Company promised to ship ordered items overnight, which had a charge of $18. Credit card charged and product has never come.
Called company to speak to a manager and was told that I did not need to. Was told I could not cancel my order until the product had arrived. Phone rep hung up on me.
