MHMR Authority is the most fraudulent mental health clinic to its clients and staff. Sadly, it's the only available option for some.

Clients are seen as walking dollar signs.

Incoming clients must be categorized in Axis I of their diagnosis as MDD, Bipolar, or Schizophrenia in order to receive services. It is a known fact that many clients receiving services do not fall in either of these categories as their primary diagnosis, but have been diagnosed as such so that they can be brought into services and the agency can receive money from the state on them. Also, if a high level needed client appears to be non-compliant in that they do not meet the monthly hourly requirement for services in their current service package, they will be dropped into a lower service package &/or discharged from services, thus being forced to sustain neglect to a certain degree.

The client's right to confidentiality is almost always abused as it has been seen that their records can be read by just about anyone, including those that should only be filing records, but are standing there reading them instead. They also have inmates from a nearby prison camp as volunteers, and they too have access to these records. Clients are the subjects of gossip & cruel jokes among management and other staff. Quarterly assessments, treatment plans, diagnosis, etc are at times not completed with the client present and it has been witnessed that clients' signatures have been forged on these documents as well. Supervisors do nothing in preventing this, & instead condone this unethical behavior.

Some clients that have been decided incapable of managing their own money are forced to have their checkbooks in the hands of their case managers, costing them $20 a month. But it is not the duty of the case manager to reconcile the register, it is up to the financial department to do that (hence the $20 fee). However, it is the case manager's fault if a check bounces & it is the case manager that must pay the overdraft fee. I know for a fact that no checkbook of any client's had been reconciled since February of this year, but they were still forced to pay the fee to MHMR.

Many staff have cheated on the billing as well. Some have billed phone conversations as face to face, some bill for an hour when the client was actually seen for only 5 minutes. Again, time for certain paperwork has also been billed when the staff never even saw the client.

Another major issue is that medications are not being handled from the proper personnel as stated from the doctor himself. Management of the clinic has given the okay for secretaries and others without the proper education (i.E. RN) to dispense medications, write prescriptions, prepare medication bottles, etc.

Clients are also switched from case manager to case manager in the blink of an eye. It's not uncommon for a client to go through at least 3-5 case managers in one given year. At times, this is due to the case manager quitting, but most of the time it is the fault of the supervisor. Clients constantly complain of having to retell their story over & over again, having to rebuild rapport with yet another case manager because they feel everyone knows their business. They have every right to feel that way, because it's true.

Some of the executive staff do not even have proper educational credentials to be at the very least a case worker but some how are able to be a 'top-dog' around the place. It is required from the state for all execs to have at least a Bachelors degree. However, one particular exec only holds a GED. Coincidently enough, this particular job description was changed from having higher education to having decades or so of experience. And who could agree that it is professional of the head exec of this agency to have his pictures all over an adult personal ad, with a title of "Fuzzy Bear Seeking Hairy Cub"?? It doesn't take a genius to see who's looking back into the camera to put 2 & 2 together. But I guess it doesn't matter, he can never be found anyway; he's too busy playing golf all day to be around that place - it's not like he hasn't already been caught several times in the past, including by the board.

There is a tremendous gap in pay from the management to the staff. Thus raises are rarely given and layoffs are commonly known to occur twice a year: December and May-August. The morale of the staff members is so low that some are now forced to take anti-depressants as well. Certain supervisors are notorious for having high turnover rates with their staff - yet; nothing is questioned of their management capabilities or skills. It is merely seen as fault of the staff member. It's an even bigger issue when doctors refuse to stay to the completion of their contract. Only once a year is recognition given to certain staff, & that recognition is voted by other staff. A simple pat on the back for a job well done is rare.

Caseloads are never at the top off capacity the state says it should be. At one time, rehabilitative case managers were to have no more than 25 clients on their caseloads, but many reached as high as 44 & still having to reach an 8 hr average requirement per client. Thus, many case managers are forced to complete the ridiculous amount of paperwork on their own time without compensation. Other case workers are supposed to only see their clients once every quarter, but have to spend more time with some clients since these were the 'non-compliant' clients dropped from the higher service packages.

In my particular situation, I had made plans to relocate to the Houston area late September of this year. One evening, a month prior, my immediate supervisor called me in wanting to know when I was going to turn in my official resignation notice. She stated that it was courtesy to turn it in at least 30 days prior so that my position could be posted, I could train the new person, etc. Thus, we verbally agreed that 9/23/05 would be my last day of employment & I turned in my official notice on 9/1/05. On the morning of 9/19, she called me to her office, along with her supervisor, (Ms GED herself) & stated they felt it was in their best interest to push my resignation to be effective that day at noon. Not only did my supervisor deny that our conversation ever took place that evening a month prior, but that she had never agreed to any specific date. It quickly turned into a case of my word against hers. They assured me that it was not an involuntary termination, but felt they were doing me a favor in giving me the week off because I had been calling in so much. A favor of losing a weeks pay? Thanks.

My boss tried to accuse me of calling in 2-3 days at a time. My timesheets prove that was a lie. I had called in, at the most, once a week. I had the sick time, I didn't violate any policies, and so what was the problem? That I used the time that was mine anyway? That I didn't donate hundreds of hours to the sick pool like a good employee would do? Well I was sick... From all the stress this agency caused me, from the overwhelming factors of the move, searching for a new job, etc. Can they prove I wasn't sick? Because I can prove that I was.

She then brought up that my paperwork was late & that was "unacceptable". Okay. So that was true. But did she bother to acknowledge the fact that I had been covering not only my caseload, but others too for the last 5 months. Remember what I said about certain supervisors having high turnover rates with staff? Naturally if I'm managing over 200 people, some of which I was having to meet more than once a week (remember the non-compliant clients?), then it would be impossible for me to turn in my paperwork within the 3 day time frame. I refused to devote any more of my time outside of work to do work without some type of compensation.

I later learned that she was denied having two people in the same position, thus pushing my resignation up a week, because if she hadn't, then the new person would miss the next new employee orientation, & she'd be out a staff person for over a month. When asked about this, "she was not at liberty to say".

I guess it was too much for her to get up off her high horse & help the other case managers.

So if one living in this area can afford services at a private clinic, by all means do not hesitate. At least you'll receive services from respectable people. Most of the management at MHMR is downright immoral and despicable. And if you're a newly liberal arts grad searching for that star job out of college, you may want to rethink in applying at this agency. It's an eye-opener, to say the least. But you too deserve much more respect than these folks are willing to give. It's only a matter of time before the wrong-doings of this agency goes public & believe me, they'll do all they can to point the fingers at those beneath them before they get in any kind of trouble. After all, it is them that knows where 'the dead bodies are hidden' & they'll stick together to keep it that way.
