Misleading advertising

Cablevision advertise $9.95 upgrade to silver package for existing customers, however when i called for the upgrade was told that i could not get it because i was in a different promotion and if i wanted it i would be charged $23.00, they never stated this on their commercial, they discriminate at will against their customers, i realize that they have their rules however they should clearly state this fact, i feel that they are dishonest with their ads, my only saving grace is that soon verizon fios will be availible in my area and watch how quickly i switch.
