Hellochina3588 Scammed me I bought an Ipod touch 4g from them for 100.00 and they never mailed it to me

I bought an Apple Ipod Touch 4g 32 GB, and I got scammed. I bought it from the user of the name "hellochina3588" and It has been over 3 weeks and I still have not received my purchase. I bought it for 100.00 and the seller makes up every excuse possible as to why my item isn't here yet. If you look into all the items the person has sold, (which I should've done before I bought it) there are complaints from every person who bought an item from this scammer.
