Account Still Charged for a Service I Never Used

PayPal should be shut down. They promote a false sense that you are on a secure purchase site, but they are the ones allowing fake internet auctions to get your debit card or bank account info.
They continue to charge my account for a service I did not use, and I cannot get rid of this.
