DishNetwork books bogus pay per view charges / blocking of pay per view doenst work

I have Dish Network as satelitte TV provider.
First they have cheated with the rebate. I have never gotten my rebate.

Second they have booked a pay per view charge at a time no one has been at the house. I have asked to stop pay per view a week ago. They claim they have set the pay per view limit to zero but one can still order pay per view. Looks like Dish Network does not controll their computer system. They want me do block it locally at the receiver. Blocking at receiver level means that they can still claim I have changed it and do bogus pay per view charges.

I have talked many hours to many agents. Their numners are 7HQ, 9D2, XW6,03W. Two of them were supervisors. None has been able so far to block pay per view. Looks like a scheme to cheat customers.
