Hot Water Heater Upcharges

I recently purched a gas hot water heater At Home Site. The phone owner that procedures telephone purchases explained the installment cost could be $200. He also stated their was the "chance of more costs to meet up signal". After I questioned what signal, he explained "building code for the region". Okay—so I might need to spend an additional $50approximately. Once the plumber came, obviously he discovered an array of 'signal violations' needing new components and support. I expected him what 'signal' he was talking about and who founded these costs? He explained the costs are "based on Homedepot" and also the signal is "Their State of Georgia". Okay, what exactly does this mean? Who knows? I had been subsequently informed that I'd to buy an examination permit for $50 to ensure that a building code inspector might emerge and verify the task.
