Charged me $99.98 for insure my 2 phones but never replace my lost one

When I ordered my 2 RAZR phones via Wirefly.com, I paid NCOA Inc. $99.98 device insurance for my phones. Last April I lost one of my phone and filed for replacement but there is no response from NCOA. I called the toll free number 800-654-5590 and always get the message to check my order via joinncoa.net but go into the web, there is nothing, they never let me login, even though I had the membership # and phone #.
This is another scam to rip off customer by charging them for coverage without give customer the service they entitle to. They will continue ripoff other people if we are not aware of this tactic. I am collecting info to sue them.
