Reabate ripoff Dept code not found non-qualifying store

I bought a Samsung SCX-4100 MFP from ebuyer.com. They had the rebate form on site which I downloaded.
Rebate form had Dept #70168 and criterion ws that I had to buy from a Samsung reseller NOT from the list: Bestbuy, CC, Frys, J&R, Staples, Microcenter.
Email from Ebuyer confirming that they are authorized and have no problem with Samsung.

Did not receive rebate check. Contacted them. No information of that particular Dept #. They pointed me to Dept # 70440. Another 8 weeks. The rebate is rejected because I did not buy it from qualifying store!

This is an excuse to prolong this process till I give up. They have no list of "qualifying store" on the form. They have no list on samsungusa.com. This is a false claim for rejecting.
