Ripoff fraudulent billing $480.00 repeated lies & put-offs - (c) - & (d)

Nov ordered windstorm vac from infomercial. Promises of buy one get second free. Plus steam cleaner. Promised delivery in 4 to 6 weeks.
8 weeks later called to find out status of order. Was told it would be delivered in 3 to 5 working days. Still no order.
Next call in late feb. 2006 when I requested a refund & was told it would take 30 days. 4 weeks later I called again & was told the 30 days hadn't passed.
Now when I call the same 1-800 number it tells me to call during business hours, which I did.
They charged my acct. $484.39 for what was supposed to be a $120.00 vacuum
