GAMAL JAMIL, ripoff stole $18700 and did not send the product promised to refund 5 months ago

We wired funds to Mr. Gamal Jamil on July 11 for 17 units of the Sony Vaio VNS-A290 laptop. Delivery was to be in 30-38 days.

After the delivery deadline, his story kept changing on when the product would be delivered. Then, on October 17th, he claimed that he was no longer going to send us the Laptops and send us Sony game systems instead. Those also never have arrived. Then about the same time period (October) he began to promise that our money would be returned. After countless emails and contacts with Mr. Jamil, he has yet to return even a single $1 of our money in this transaction.

We have countless emails and messages which over a few days time have conflicting information on delivery and shipment details. This seller would say one thing on day 1, then several days later would say the exact opposite.
We have saved this correspondance for future review in case of legal action.

He will not contact us regarding the status of the transaction. The only way we can get a response from him is if we initiate the contact. When we do make contact, all he does is tell us that he's still trying to get the money.

We have been strung along for over 5 months on this deal. We have threatened litigation where he tells us he will simply file bankrupcy if we file the lawsuit.

I do not know where to turn, however, filing this will at least get this company on record as scamming others out of their money and making no restitution in paying us back.
