Ripoff-fraudulent charge on phone bill

I receieved my April phone bill from Bellsouth only to find a $17.56 charge from American Voice Link on behalf of NEV TELCO. They are alleging that I authorized a 4 min.internet charge while online on 2/21/04 to 900-263-7117.
When I called my phone company, they stated that there was a warning on the website that stated I would be charged for viewing. If I had recevied a warning, I wouldn't have continued. I don't view any websites that would warrant a warning!!!
When I called the 866-291-9215 that was given "for billing questions" it was disconnected!!! How convenient!!
