Netchex Inc order to expedite the approval & payment of my refund $299 no refund yet

Netchex is suppose to refund $299 to me. I signed what looked like an affidavit on 12/30 which had been mailed out on 12/16. Which said, You have requested a refund from Quantaum Credit Services [CRC] the "Merchant" for a transaction made on 10/3 and processed with Netchex, Inc., in the amount of $299 the ["Refund"]. So in order to expedite the approval and payment of this refund please sign the letter and fax it back. Of course I signed it and faxed back the same day I recieved it. It is now 1/23 and no check yet. I want my money back.
