Consumer ripoff Fraudulent credit card service Where are the consumer protection laws on this!?

I also was offered two credit cards with a $1500 and $2500 limit and a requirement for a bank account. It so happens less than an hour later I was informed my father was dying and I went out of state for two weeks and forgot about it. A few weeks later I discovered an unrecognized electronically generated check number for $149.50 hit my account.

I inquired with my bank & requested a copy of the transaction to see who did this. About 10 days later I got the copy showing that Netchex processed it in payment to Consumer Capital Services. Over the next few days I called Consumer Capital Custoemr Service number (shown on the electronic transaction copy) only to get voice mail stating the mailbox was full.

I went to my bank a couple days later & explained the dilemma to the teller. The teller then noticed there was another pending transaction for that same amount that would debit my account overnight. She got Netchex Customer service on the phone & we both explained it was an unauthorized transaction & that I wanted the money reversed.

Netchex said they'd send me the paperwork, it would arrive in 3 to 4 business days, to complete it and send it back to get my account credited. Two weeks passed & still no paperwork from Netchex and no credit card (s) from Consumer Capital Services - Ten weeks have passed since the original call with the offer and exactly 60 days since the first withdrawal on my account occured.

I called my bank manager & explained the situation stating it's an unauthorized ACH and I wanted my money back. She said to call the bank toll free number to expedite a 'loss prevention' claim. I did this and they said it's not considered an ACH transaction because it shows up as an electronic check and a different set of laws/guidelines apply.

I went to another bank department (Forgery Claims) who said to go to the bank branch, complete the forms & have them faxed to the Forgery Claims Department. I asked if there were any 60 day refund restrictions (even though my first request at the branch was less than 30 days later) and she said 'no, there are no set dates/days for getting a reimbursement.'

I'm on my way there now to file a formal complaint and request the reversal of the withdrawals and the overdraft fee's it caused on my account. I'm out over $400.00 because of this & the way it looks I'm getting run-around from all these institutions. Where are the consumer protection laws on this!?
