No delivey of product, can't seem to be able to refund thru paypal! Jacksonville Florida

On October 31 I was the winning bidder on an oak mission style cabinet on e-bay, item#2355927947. On November 1 I sent payment thru paypal to Mr. Courson. I recieved numerous e-mails from him detailing the progress on cabinet.
I couldn't believe he put something on auction that evidently only existed in picture!
Once I was told that my cabinet got mixed up with another. Thanksgiving was another excuse for the delay, and at one point, supposedly, all it lacked was doors and a finish applied! THAT WAS A COUPLE WEEKS AGO. It was always going to ship NEXT WEEK!
After listening to one excuse after the other for 5 weeks, I had finally had enough. I requested a refund back to paypal, so it could go directly into my credit card.
It's been another week now, and now he wants my address, say's he will mail me a check! Says paypal hasn't cleared his funds!!! All you need for paypal is MONEY! I wonder if I'll ever see my $249 dollars again.
