Charge me late fees when i never even recieved a bill. The First People I Talked To Were From India. Then they transferred me to the Phillioppens

I bought the computer for my sister. We changed the billing to her address were she made two payments. The first was about a thousand dollars, second was one hundred.
She got a divorce and missed a payment or two. I made one or two payments by phone. I do not want to make any more payments by-phone or e-mails. Only through the U.S. Postal Service. They called me several times from India and the Philippines, who i could barely understand. I told them over and over i would gladly pay them through the us postal service.
Now this has been ongoing since the first of the year. All the while i never received a single statement or bill. I finally received a bill on 4/19. My very first one from Dell.
Now they want all these late charges and finance charges to be paid. My first bill alone has a late charge of $29, and finance charge of $20. Total amount was originally about $1500.
I would appreciate any help or advice you could offer. I just don't think its fair to be charged these fees when not receiving a bill. Thank you.
