University of Phoenix, Is this a ripoff or is it reasonable?

When I first went to meet with an academic counselor, he said that I would only need to pay about $11,000 or $13,000, or something like that. All I know is that it's somewhere less than $13,000 to complete my Bachelor's degree in Business Management. I have been going to this school for almost over two years, and I ended up with over $23,000 of loans, and the financial counselor is saying that I still have to apply for more loans for the next four more classes I have left. It's like for every five weeks of class, I have to get a loan of about $1,400. About $1,400 per class? Are they serious? If I knew it was going to cost $1,400 per classes, I would have never went to that school. To make this worst, they don't really explain why I have to get a loan of this amount, or this other amount. It's ridiculous. This one time, I asked them why I currently owe over $23,000 and you guys still want me to get another loan when at first the academic counselor indicated that I only have to get a loan of $13,000 for the completion my Bachelor's Degree Program and one of the woman started to stutter and was like, "I am not sure, I will ask, " and then when she came back, she was making up some bullsh*t that didn't make sense at all.

I should be graduating in May, but at the same time I am really nervous about this loan. Do you think I am being ripped off? I have not been having any good feelings about this at all.
