Says I owe them 1300 dollars for a tow and was never notified

I had a very old car towed in early 2007. I didn't get the car out of towing because the car did not work that well anyway. I never heard that when your car gets towed you owe the tow company money. I never recieved any letter from the tow company. I did not realize this until I checked my credit and saw a amount for 1300 from a collection agency. I was never notified of this until after I checked my credit report. I called the number on the letter and a lady picked up the phone and said Norm Rodgers was unavailable. I then proceeded to try to ask her questions and all she was saying was I need to make a payment I need to send a payment. We need to come together and take actions against this.
