Deceptive practices utilizing hidden fees on inactive accounts

I opened an etrade account on 8/14/01 and purchased 98 shares of intel.in 2002 i sold most of it and left like 19 stocks. The last correspondence I received from Etrade was 12/30/05 2005 detailed income statement which was 5.76. I haven't accessed the account since and I haven't received statements or emails from etrade about fees or balances since. I don't know when they decided to assess fees of 40 dollars a quarter but up to then there was none and no notification of any. Now on Jan 21. I went on etrade to see if there still was an strade account. I had to reset passwords and access it. I was shocked to see it over $400.00 negative. I sent them an email right away asking why. They didn"t answer. I sent an email yesterday to close it and still no answer. I called them and was told I couldn't close the account until I paid the 400 plus fee. So the account remains active until I can close it but I don't have the money so it continues to grow. This is illegal and unethical to place theses charges in the first place let alone not freezing the account. I can't use it because it's negative so why are they continuing to charge my account i want closed and haven't accessed in years. I know there are a lot of people etrade is robbing. We need to do a class action
