Con innocent vunerable people ripoff

I have just received a letter informing me that I have won 615,810.00 euros in a lottery i never entered. It also states that "due to a mix up of names & numbers I have to keep it a secret until my claim is processed". How is it that they got my name & address in the first place. Reading through it carefuly I can see its a con, but what about innocent & vunerable people out there who might be take in. Its going in the bin now, but I hope something can be done to wipe these scams out.
