EDP Reporting Acclaim Prepaid Credit Card

In early July, I discovered a debit from my checking account for $159.95. I was surprised and called the company EDP to find out what this was all about.
Well, after two weeks of trying to reach someone (being put on hold, told the company was only taking email complaints, unreturned email complaints, etc.), I was told that EDP would not return my application and processing fees because I had not requested cancellation within two days of applying.
In as much as I did not recall ever applying for the card and that it had taken over two weeks to reach customer service, I insisted that the company return my money. I was told by one of the company's rude employee that my account and refund would be placed under research.
When I called back to EDP today, a recorded message stated that EDP was now only taking written complaints and gave me an address to send to complaint. To date, I have not received funds or the prepaid credit card.
I want to file a complaint with the police, but don't know how.
Beware of EDP and Acclaim, they are engaged in some sort of theft.
