Scam! 2nd tier winner. $2,985 check, total prize $250,000 Lincoln Financial Group Ripoff

I recieved a very realistic looking check (in a Canadian post marked envelope with no return address) in the amount of $2985 and a letter to go with explaining that the check covers both the administrative payment and clearance fees. There is a toll free number and a local number to call. I tried the toll free number (after hours) and the message welcomed me to Zurich and Shaw Financial Group. I will try again during business hours and I am suppose to contact Greg Burnett. I am a 2nd tier winner and my total winnings are $250,000. The letter is printed with Lincoln Financial Group, Payment Center heading, and that also appears in the left hand corner of the check. The check is apparently drawn on an account from Franklin Communtiy Bank, N.A. All businesses are legit, but the only info I found on the North American Prize Pool have been fraud alerts. My rule of thumb has always been that you can't win a sweepstakes prize without entering the sweepstakes, but now you are automatically entered in sweeps when you use your credit card, so my rule becomes questionable, especially with such an authentic looking check.

$250,000 would've been a very nice chunk of change, and if not for all the previous postings on this site, I may have mentally spent half of that by now!
