Father's Mortgage Payoff $7,000 Higher Than Expected, No Papers

My father had a mortgage with this company. He was in default on the mortgage for 5 years, and Citifinancial did not try to foreclose on this loan for some reason. I have spoken with several people at the company on this matter only to get nowhere. I was told that I have to get the house appraised and sell it to pay them what I sell it for. My father tore up all papers pertaining to this loan, so I have no idea what the agreement of the loan is or what is owed. I was given the payoff amount, which was 7000 dollars more than what I thought he owed. I requested a copy of the papers, only to be told that they didn't have any.

The person on the phone was very rude and asked why I needed to see any papers. She proceeded to tell me that there is a lien on the house and it has to be paid. I feel that I should at least be able to see the papers before I pay anything. If anyone else has had a similar situation, please inform me.
