Rip off. I requested my fefund and was told sorry about that. They couldn't help me

I ask for a refund that was supposed to be sent to me within 30 days of my cancelation. That was in July of 06, Ive called several times an either not gotten ahold of anybody but an answering machine. When I was fillaly able to get in touch with someone I was told they were only the operater and couldn't help me. It's been 6 months an still no reply or refund check from them
